IHT: U.S. stocks dive on new signs of economic chill

Stocks were sharply lower on Wall Street on Friday after a painful dose of weak economic data reignited fears that a recession may be imminent. A new round of woes in the financial industry also contributed to the sell-off.

The Dow Jones industrials dropped more than 100 points right after the opening bell, and by early afternoon the decline had reached 280 points, or more than 2 percent. The Standard & Poor's 500-stock index fell by a similar amount.

The market was poised for a poor opening after American International Group, the world's largest insurer, posted the worst quarterly loss in company history Thursday night. Shares of financial services firms, an albatross on the market for months, fell again on Friday after AIG stock tumbled more than 6 percent in early trading.

The sell-off accelerated after a bellwether report on Chicago-area business activity unexpectedly plunged to its lowest level in more than six years. Business contracted in February, capping the worst two-month decline since 1980. The report, from the National Association of Purchasing Management, is considered a good predictor for manufacturing activity across the country.

At 2:15 p.m., the Dow was off 284.69 points, or 2.3 percent, at 12,297.49. The S.&P. fell 2.3 percent to 1,335.86, and the technology-heavy Nasdaq composite index dropped 2.2 percent to 2,280.66.

The losses followed declines in overseas markets. The Nikkei 225 index in Tokyo lost more than 2.3 percent, and the major European indexes were down around 1.5 percent at the close.

The Chicago report was only one piece of a host of poor economic news that rattled investors Friday morning, underscoring anxieties that the nation is facing one of the worst economic landscapes in decades.

Consumer confidence plunged in February to a 16-year low, as rising inflation forced Americans to spend more and save less. Income growth slowed in January and consumer spending was flat when adjusted for inflation, the Commerce Department said. For the first time in at least 50 years, Americans spent more than they earned for the third consecutive month.

"All-out recession fears is what it is," said James Paulsen, a strategist at Wells Capital Management, about Friday's market woes.

Treasury yields plummeted as investors flocked to the relative safety of government bonds. The dollar, already at a record low, continued to fall against the euro, and crude oil futures ticked up.

Investors were also spooked by a report from UBS that predicted financial companies will face an additional $350 billion in losses tied to the subprime mortgage collapse. That figure would be on top of the approximately $160 billion in losses that have already been disclosed by financial firms worldwide.

who decided to settle accounts with his servants.
When he began the accounting,
a debtor was brought before him who owed him a huge amount.

‘Be patient with me, and I will pay you back in full.’
Moved with compassion the master of that servant
let him go and forgave him the loan.

‘Pay back what you owe.’
Falling to his knees, his fellow servant begged him,

美国国际教育研究所报告说,2006至2007学年,在美国高校就读的外国学生接近58万3千人,比上一年增长3%,首次超过2001年恐怖袭击以前的水平。国际学生为美国社会做出了很大贡献,美国官员希望他们继续源源不断进入美国高校学习。

上个学年,在美国接受教育的国际学生共支消费了约145亿美元,比前一年增加了10亿美元。国际教育研究所所长兼执行长艾伦.古德曼说,其中仅纽约地区就吸收了15亿美元。他说: “这比纽约扬基棒球队、大都会棒球队、尼克斯篮球队、游骑兵冰球队、今年超级杯的美式足球冠军巨人队的收入加在一起还多。国际学生对纽约市的贡献比所有这些职业运动队加在一起都多。”

2 Kgs 5:1-15ab
Naaman, the army commander of the king of Aram,
was highly esteemed and respected by his master,
for through him the LORD had brought victory to Aram.
But valiant as he was, the man was a leper.
Now the Arameans had captured in a raid on the land of Israel
a little girl, who became the servant of Naaman’s wife.
“If only my master would present himself to the prophet in Samaria,”
she said to her mistress, “he would cure him of his leprosy.”
Naaman went and told his lord
just what the slave girl from the land of Israel had said.
“Go,” said the king of Aram.
“I will send along a letter to the king of Israel.”
So Naaman set out, taking along ten silver talents,
six thousand gold pieces, and ten festal garments.
To the king of Israel he brought the letter, which read:
“With this letter I am sending my servant Naaman to you,
that you may cure him of his leprosy.”
When he read the letter,
the king of Israel tore his garments and exclaimed:
“Am I a god with power over life and death,
that this man should send someone to me to be cured of leprosy?
Take note! You can see he is only looking for a quarrel with me!”
When Elisha, the man of God,
heard that the king of Israel had torn his garments,
he sent word to the king:
“Why have you torn your garments?
Let him come to me and find out
that there is a prophet in Israel.”
Naaman came with his horses and chariots
and stopped at the door of Elisha’s house.
The prophet sent him the message:
“Go and wash seven times in the Jordan,
and your flesh will heal, and you will be clean.”
But Naaman went away angry, saying,
“I thought that he would surely come out and stand there
to invoke the LORD his God,
and would move his hand over the spot,
and thus cure the leprosy.
Are not the rivers of Damascus, the Abana and the Pharpar,
better than all the waters of Israel?
Could I not wash in them and be cleansed?”
With this, he turned about in anger and left.
But his servants came up and reasoned with him.
“My father,” they said,
“if the prophet had told you to do something extraordinary,
would you not have done it?
All the more now, since he said to you,
‘Wash and be clean,’ should you do as he said.”
So Naaman went down and plunged into the Jordan seven times
at the word of the man of God.
His flesh became again like the flesh of a little child, and he was clean.
He returned with his whole retinue to the man of God.
On his arrival he stood before him and said,
“Now I know that there is no God in all the earth,
except in Israel.”

“Go over there in front of the people,
along with some of the elders of Israel,
holding in your hand, as you go,
the staff with which you struck the river.
I will be standing there in front of you on the rock in Horeb.
Strike the rock, and the water will flow from it
for the people to drink.”
This Moses did, in the presence of the elders of Israel.
The place was called Massah and Meribah,
because the Israelites quarreled there
and tested the LORD, saying,
“Is the LORD in our midst or not?”

Tax collectors and sinners were all drawing near to listen to Jesus,
but the Pharisees and scribes began to complain, saying,
“This man welcomes sinners and eats with them.”
So to them Jesus addressed this parable.
“A man had two sons, and the younger son said to his father,
‘Father, give me the share of your estate that should come to me.’
So the father divided the property between them.
After a few days, the younger son collected all his belongings
and set off to a distant country
where he squandered his inheritance on a life of dissipation.
When he had freely spent everything,
a severe famine struck that country,
and he found himself in dire need.
So he hired himself out to one of the local citizens
who sent him to his farm to tend the swine.
And he longed to eat his fill of the pods on which the swine fed,
but nobody gave him any.
Coming to his senses he thought,
‘How many of my father’s hired workers
have more than enough food to eat,
but here am I, dying from hunger.
I shall get up and go to my father and I shall say to him,
“Father, I have sinned against heaven and against you.
I no longer deserve to be called your son;
treat me as you would treat one of your hired workers.”’
So he got up and went back to his father.
While he was still a long way off,
his father caught sight of him, and was filled with compassion.
He ran to his son, embraced him and kissed him.

WP: Southern Methodist University to House Bush Presidential Library

Representatives of President Bush announced this afternoon that Southern Methodist University in Dallas will be the home of the library housing his presidential papers and a public policy institute.

The announcement follows months of negotiations with SMU and signals the beginning of efforts to raise the tens of millions of dollars necessary to bring the project to fruition.

"Today's announcement marks the beginning of an exciting project," said Mark Langdale, the president of the George W. Bush Presidential Library Foundation.

Landale said the foundation would be building "a facility that will serve scholars studying the Bush presidency, provide the public a place to learn more about our 43rd President and the times in which he served, and offer a forum for world leaders, historians, and experts to discuss, debate, and advance public policy ideas."

SMU, the alma mater of First Lady Laura Bush, was chosen over several other institutions to house the library, including Baylor University, the West Texas Coalition, the City of Arlington, Texas A&M, the University of Texas, and the University of Dallas.

Bush has been close to settling on SMU for roughly a year, but it has taken time to work out the details of the arrangement. There's also been controversy over the presidential project in Dallas, with some Methodist leaders opposing the project and some faculty members complaining about the university identifying itself too closely with the Bush presidency.

In a letter today to the SMU president released by his foundation, President Bush expressed satisfaction about the project, saying he looks "forward to the day when both the general public and scholars come and explore the important and challenging issues our Nation has faced during my presidency--from economic and homeland security to fighting terrorism and promoting freedom and democracy."

WP: Supreme Court Rules Employees Can Sue Over 401(k) Misconduct

The Supreme Court handed workers a major victory yesterday by allowing them to sue over mismanagement of their 401(k) retirement accounts, in which more than 50 million employees have invested nearly $3 trillion.

The unanimous holding reverses a lower court decision that had barred individuals from suing over losses related to mistakes and misconduct, and thus had insulated employers from lawsuits even as more U.S. workers came to rely on the savings accounts to help fund their retirements.

In the opinion, Justice John Paul Stevens recognized that the landscape of retirement investing had been reshaped since the high court's prior ruling on related issues more than two decades ago. Since then, individual plans known as 401(k) accounts have mushroomed as employers moved away from defined-benefit plans, or pensions.

As a result, Stevens wrote, courts should interpret employee benefits law as giving individuals the green light to sue over administrative problems with their accounts, rather than limiting cases to those that affected an employer's "entire" retirement savings plan.

Yesterday's decision will allow James LaRue to proceed with a case against his former employer, DeWolff, Boberg & Associates, over $150,000 in losses he claims he suffered after the Texas management consultancy failed to act on instructions to shift his retirement savings when the stock market hit turbulence more than six years ago.

In a telephone interview, LaRue, 47, criticized his former company for being "nonresponsive" when he asked to transfer his money from stocks into cash as the Internet bubble burst and the market plunged after the Sept. 11, 2001, terror attacks. LaRue, now a self-employed consultant to manufacturing and telecommunications companies, said his former colleagues at DeWolff Boberg were "hiding under the law."

"There is a principle involved," LaRue said. "Somebody stepped on my toe, and it's wrong."

The Labor Department and the solicitor general, who argues the Bush administration's position before the Supreme Court, threw their weight behind LaRue. Assistant Solicitor General Matthew D. Roberts argued in November that any recovery by the plaintiff would benefit the company's retirement plan as a whole in keeping with the law, known as the Employee Retirement Income Security Act.

"Today's decision supporting our position is a huge victory for workers and retirees," said Labor Secretary Elaine L. Chao.

Peter K. Stris, a professor at Whittier Law School in Los Angeles who represents LaRue, said the decision protected the savings of everyone with a 401(k). "If the lower court opinion had stood, it would have prevented the Department of Labor from pursuing claims when retirement funds had been stolen or mismanaged," he said.

Business advocates predicted the ruling would unleash a raft of lawsuits by employees, particularly as stock market volatility once again is causing havoc with investment accounts.

"Ultimately, employers aren't going to sponsor plans if they're going to be sued every time they make an innocent mistake," said Thomas Gies, a Washington lawyer who defended the consulting firm, which denies any wrongdoing.

Gies added that DeWolff Boberg expected to be "vindicated on the merits" of the case when it returned to the lower courts.

Employment law experts said the decision leaves unanswered important questions about other steps that workers must take before they enter the courthouse over retirement savings disputes.

Chief Justice John G. Roberts Jr. agreed that reasoning by the U.S. Court of Appeals for the 4th Circuit was "flawed." But in a concurring opinion, he and Justice Anthony M. Kennedy questioned whether LaRue and other employees could recoup their losses if they do not first follow set procedures, such as an appeal to the plan administrator.

In past cases, the Supreme Court gave administrators wide latitude to develop standards for eligibility and other terms, judgments that courts can review only for an abuse of discretion, Roberts wrote.

Such a hurdle could be difficult for employees to surmount, said Karla Grossenbacher, an employment lawyer at Seyfarth Shaw in the District who has no connection to this case.

Alden Bianchi, an employment lawyer at Mintz Levin in Boston, said business executives greeted the ruling with disappointment rather than surprise.

"What it will do is punish dumb mistakes," Bianchi said, while more lawsuits could clarify the scope of the court's decision. "When the Supreme Court takes on an ERISA question, inevitably the law of unintended consequences starts to work over time."

The case is LaRue v. DeWolff, Boberg & Associates Inc.

史蒂芬斯说:“华盛顿在芒特弗农山庄拥有300多名奴隶。但是他后来认识到奴隶制是不公正的,并且确保他的妻子马莎去世后这些奴隶得到妥善安置,不必为生计担忧。华盛顿立下遗嘱,要在妻子玛莎去世后,立即解放所有这些奴隶。华盛顿为不会读书写字的年轻奴隶提供教育经费,并且为老弱病残的奴隶发放养老金。”

1799年12月,华盛顿因在芒特弗农山庄骑马时遇上暴风雪而身患重病,几天后去世。人们那时称华盛顿为第一位战时总统、第一位和平时期的总统以及第一位永远活在美国人心中的总统,人们对他的感念一直延续到今天。

As Jesus was going up to Jerusalem,
he took the Twelve disciples aside by themselves,
and said to them on the way,
“Behold, we are going up to Jerusalem,
and the Son of Man will be handed over to the chief priests
and the scribes,
and they will condemn him to death,
and hand him over to the Gentiles
to be mocked and scourged and crucified,
and he will be raised on the third day.”
Then the mother of the sons of Zebedee approached Jesus with her sons
and did him homage, wishing to ask him for something.
He said to her, “What do you wish?”
She answered him,
“Command that these two sons of mine sit,
one at your right and the other at your left, in your kingdom.”
Jesus said in reply,
“You do not know what you are asking.
Can you drink the chalice that I am going to drink?”
They said to him, “We can.”
He replied,
“My chalice you will indeed drink,
but to sit at my right and at my left,
this is not mine to give
but is for those for whom it has been prepared by my Father.”
When the ten heard this,
they became indignant at the two brothers.
But Jesus summoned them and said,
“You know that the rulers of the Gentiles lord it over them,
and the great ones make their authority over them felt.
But it shall not be so among you.
Rather, whoever wishes to be great among you shall be your servant;
whoever wishes to be first among you shall be your slave.
Just so, the Son of Man did not come to be served but to serve
and to give his life as a ransom for many.”
